The LayerHandler uses those properties to configure the layers, but the
PropertyHandler provides the properties to the LayerHandler after it is
created.

You can use the 'include' mechanism in the openmap.properties file.
You can tell the openmap.properties file that you want to use other
properties files as well, and those other file's properties are read
and combined into one Properties object to be passed on to other
components. More details are in the openmap.properties file, do a
search on 'include'.
