I think the hard part is geo-referencing a photo like the one you
linked to. If you can place the photo on a map, the the rest is
probably easy with any mapping program. You could use another image
server, like the TerraServer or something, to get other images that
will let you get a coordinate fix on the airport and other points
around it, and then play with your image to try to figure out the
coordinate points you need to draw your other information. It might be
easier to write down the marking coordinates and create a layer that
displays those markings, rather than explicitly try to draw them
precisely.
