GeoTools is a nice package as well. OpenMap and GeoTools are very
different though. For one thing, GeoTools' display mechanism is not yet
complete.
I think it depends on what you are trying to do.
I recently looked very seriously at both for integration with Repast
and chose OpenMap, but it was not an easy decision.
