I have created a specialized version of the VPF layer for WVSPlus. I
didn't have the problems you are having, but did have the problem of it
showing all resolutions at once, instead of an appropriate level of
resolution; that's what I changed.
Here are the properties I set up:

<parameter name='searchByFeature' value='true'/>
My root WVSPlus directory has the .lat and .dht files in it.
