Hi Anish,

Your property file needs a

openmap.startUpLayers=csvcities shapeLayer

property set, to tell the server which layers to put on the map by
default. Since you don't have that property set, there are no layers
being added to the image.

You can add/change those layers to the request by adding a
'LAYERS=csvcities,shapeLayer' argument to the list in the URL.

It might help to zoom out a little, too.

FYI, the openmap.scale=1:1200000 property won't do anything. the other
openmap.Scale property will set the default scale for the server map to
use if the SCALE argument isn't specified in the URL.
