You only need this step if you are combining RPF directories, or have
changed the RPF directory contents. If you've simply copied a RPF
directory from a CD, you can use the A.TOC file that's already in the
RPF directory.

Which leads me to the main problem, you should only be pointing all the
code to the RPF directory that contains the A.TOC file. In your case,
it's the second RPF directory.

No, it should be placed in the C:\mapdataRPF\RPF directory.

At this point, I'd change the direction of your slashes for Java's sake:
