The directory is in the classpath.. In fact just as a test I placed the dcwpo_browse.shp/.ssx files in the same directory as the downloaded data and it picked the dcwpo_browse data up no problem.
I have just noticed, that if I use ArcExplorer( a free download) I can view the world.shp file but I can't read the dcwpo_browse.shp.
Has a change happened in the ESRI format that perhaps OpenMap has overlooked? Just an Idea.. Clutching at straws!

Hi Mark,
The paths here are relative, I'd make sure that the parent of the
data directory, in this case the openmap/share directory, is in the
classpath.
I can't recall off the top of my head if the layer will create
the .ssx file with relative paths (but since you already created
the .ssx file, that's a non-issue now).
