There's a PanMouseMode in the beta version (available via CVS) that
does something like this, although the map that is moved may
disappear before the new one shows up, since the OpenMap layer
display mechanism works completely differently than the Google Maps
mechanism. OpenMap layers don't tile data, they react to the overall
window projection, so that's the main difference how they work they
way they do.
