[OpenMap Users] Achieved twin toolbars, formatting kind of funny

Hello,
 
I have achieved getting 2 toolbars to show, one NORTH, and one SOUTH,
however the bottom toolbar seems to
cover the information delegator.
 
My temporary fix is to add the infoDelegator in a box layout to my
bottom toolbar in row2. This seems kind of hokey however.
Is there a better way of having both toolbars and the infoDelegator show
correctly?
