[OpenMap Users] iso8211 and binary string types

Hello.

I am testing the iso8211 parser in openmap, but it does not seem to
work correct for binary string types.

Here are output of DDFSubfield.toString for two subfields of DSID in
NOAA ENC US4CA11M.000.
INTU = 67108864
DSNM = US4CA11M.000

The INTU-value should have been "4". The strange value 67108864 are
also returned for DDFSubfield.stringValue() and DDFSubfield.intValue
(). defn.getFormat() is "b11" for the INTU-subfield.

Perhaps the rules for converting the raw form 67108864 into the
correct form 4 is part of the s-57, not is08211? I'll have to read up
on this one.
