Looks like OM does not like the contents of your shape file:

java -classpath /opt/openmap-4.6.3/lib/openmap.jar
com.bbn.openmap.layer.shape.ShapeFile -v polska02.shp
Checking file length...
correct.
Exception in thread "main" java.io.IOException: Unknown shape type: 13
        at
com.bbn.openmap.layer.shape.ShapeFile.getNextRecord(ShapeFile.java:315)
        at com.bbn.openmap.layer.shape.ShapeFile.verify(ShapeFile.java:410)
        at com.bbn.openmap.layer.shape.ShapeFile.main(ShapeFile.java:524)
