Yeah, I once generated some shapefiles from VPF using NIMAMUSE and got the
same thing. I think VPF to Shapefile conversion works at the tile level,
not the world vector level.

Unfortunately I couldn't find a tool that would work at the world vector
level instead of tile level.

Hi Philip,
Those look like tile boundaries for area features. You probably want to set
the edge and fill colors to be the equal for area features.
