[OpenMap Users] MouseMode - drawing a visibility circle

Does anybody implemented a mouse mode which allows to draw a circle and
then based on the diamiter and circles center draw a lign of sight for
the chosen region??
I know that it should use a DTED layer and such layer must be provided.

Is there a way to restrict the use of mause moge only on a specific layer???
