Hi Emily,

I'm not sure why OpenMap wouldn't load an A.TOC file, but you can do
some poking around with the com.bbn.openmap.layer.rpf.RpfTocHandler
class, running it directly on the parent RPF directory:

java -cp <path-to-openmap.jar>
com.bbn.openmap.layer.rpf.RpfTocHandler <path-to-RPF-dir-parent-of-
A.TOC>

It should print out a bunch of information about the entries it finds
in there. I'd check the chart codes and scales to see if they are
undefined or ambiguous.

Actually, now that I think about it, is there an error displayed when
reading the file, or are you just not seeing data displayed on the map?
