Just wanted to add some additional information because I'm not sure if I was
clear enough in my initial post.
1) The layer I am using is an RpfLayer, but I'm not sure that that matters.
It may be an issue with all classes that extends OMGraphicHandlerLayer.
2) When I adjust the transparency of the layer, only portions of the layer
update and re-display with the new transparency setting. Therefore (since
this is an RpfLayer), you get portions of the imagery showing at one
transparency level and other portions at another level.
