Do you want to display the PNG as an icon or as a background image.

For a background image, the easiest layer to use is the
com.bbn.openmap.plugin.CSVTiledImagePlugIn, the JavaDocs describe how
to set up the csv file to describe the location of the PNG (on the map
and in the file system).

To display the PNG as an icon for a point, you can use a
java.awt.ImageIcon to read the file and create the java.awt.Image, and
then pass that Image to a OMScalingIcon for use by your layer.
