[OpenMap Users] How do I handle mouse events with multiple layers?

Hi,
  
   I have a map with icons on multiple layers and the icons respond to a
mouse click event. Right now, only the top layer responds to mouse events.
How do I get the bottom layers to respond to mouse events too?
