[OpenMap Users] CSVTiledImagePlugIn image not showing

Here is my entry in openmap.properties.

pluginlayer.plugin=com.bbn.openmap.plugin.CSVTiledImagePlugIn
pluginlayer.plugin.tileFile=c:\\code\\jsif\\extents.csv
pluginlayer.plugin.fileHasHeader=false

Nothing shows up on the map. Any way that I can debug this?
