USAPhotoMaps (
http://www.jdmcox.com/) is a free utility that downloads
image tiles from Microsoft's Terraserver that you can then display in a
tile layer. You can also pull down a lot of information from USGS, NGA
and NOAA, as well.
If you don't need a local copy of the data, maybe you can look into
using the Web Mapping Service (WMS). Given a URL to a WMS Server, your
application retrieves maps from existing map databases.
