[OpenMap Users] StandardMapMouseInterpreter.mouseNotOver()

When it goes to unhighlight, can you check the GestureResponsePolicy to
see if the graphic is highlightable before calling unhighlight? It
visually deselects the item every time you move the mouse off, even
though the item has been selected. In mouseOver() it checks highlitable
before calling highlight.
