w - horizontal diameter of circle/ellipse, pixels

h - vertical diameter of circle/ellipse, pixels

properties - attributes for the circle.

offset_y1 - # pixels down that the center will be moved from latPoint.

w - horizontal diameter of circle/ellipse, pixels.

h - vertical diameter of circle/ellipse, pixels.

properties - attributes for the circle.
