[OpenMap Users] BSB maptech layer

Hi

I have been toying with porting GDALs BSB stuff to OM. Here is a dump of
the effort so far. There is no support for tiling etc but loading a
single file works ok and is fast. As NOOA are giving away 1016 BSB
charts this may be of some interest to people living in the country of
free charts.
