[OpenMap Users] Help Needed!

Hi All,

I am new and sincerely hope that I could learn from
all of you. I really appreciate if you could help on
any avaiable algorithms and programs we could use to
find and generate any polygon's surrounding polygons,
ie. "neightbors" from a shape file.
