Hi Bill,
You could create one and display it on the map using XY OMGraphics. You could either extend the DTEDLayer and have those XY OMGraphics rendered with the DTED, or create a OMComponent that implements PaintListener that renders those XY OMGraphics after the MapBean paints everything else. You can have your PaintListener use the MapHandler to find the MapBean and add itself as a PaintListener to it. It could also be a LayerStatusListener and only make itself active when the DTEDLayer is active.
