Ok, I see - thanks. I was zooming in and out to see if it would load, and I finally got it to display at 1:80,000. If the scale isn't in the right range, it just gets dropped altogether.
Is there a way to override this behavior? I thought by setting "scaleImages" to "true" it would just scale whatever it has. I can pan a dozen times in one direction at this scale, but I zoom out once and the map is dropped. Suggestions?

Hi Todd,
For 10m CIB, the scale is 1:66,666. 5m CIB is 1:33,333.
You are setting the scale to 1:1.5M, so the layer wouldn't display CIB
at that scale. You need to set it closer to 1:66,666, or within some
scale closer to the scaleFactor of 4, i.e. either 4*66,666 or 66,666/4.
