That's because we don't have a dcwpo_browse.shx or dcwpo_browse.dbf
file, and ArcExplorer needs those.

No.

The error message you are seeing is a result of the ShapeLayer
(actually, the SpatialIndex object) finding out that either the .shp
or .ssx file doesn't exist in a way that it can get to it.

This isn't a read problem, this is a location problem.
